WebGray zone approaches reflect the fact that there are strong international norms against outright aggression and territorial conquest, and that even moderately revisionist powers often hesitate to pay the costs—from moral opprobrium, to economic penalties, to the potential for a military response—associated with flagrantly violating those norms.
